(CSPMA)

ARTICLE I-Organization

A. The Organization shall be known as the “Colorado School Plant Managers

Association”, “CSPMA”.

B. The Organization may be further divided into local chapters.

ARTICLE II- Objectives

A. To promote the general welfare of Building/Facilities Maintenance, Grounds

and Custodial Services personnel.

B. To provide and support educational programs that will improve or enhance

the professional abilities of CSPMA members.

C. To promote the highest standard of professional ethics for CSPMA

members.

E. To facilitate the exchange of best practices and benchmarking among and

between CSPMA members.

F. To disseminate information relative to the activities of the CSPMA, and to

express and circulate the opinions and convictions of its membership on all subjects

related to the purposes of the organization.

ARTICLE III-Membership

A. Active membership is open to K-12 school employees engaged in an

administrative or supervisory role with responsibilities related to one or more of the

following functions: Building/Facilities Operations, Maintenance, Outdoor Services

(Grounds), Custodial Services, Safety/Environmental, Energy Managers,

Construction & Project Managers, and others approved by the CSPMA Board.

B. Emeritus membership may be bestowed upon any individual who has

contributed outstanding service to the CSPMA.

C. CSPMA members may approve affiliate membership.

i. CSPMA will pursue affiliation with the Colorado Association of

School Business Officials (CASBO), in order to further the

interests of the CSPMA.

ii. CSPMA will pursue affiliation with the Colorado Association of

School District Energy Managers (CASDEM).

iii. CSPMA will engage with State of Colorado executive

departments and committees as required.

ARTICLE IV-Meetings

A. Meetings shall be the fourth Friday of each month (or as alternately

scheduled).One meeting in the Spring and one meeting in the Fall may coincide with

the schedule and location of the CASBO conference.

B. Meeting dates and locations are normally decided upon at the last meeting

in May of each year.

ARTICLE V-Officers

A. The CSPMA shall have four elected officers: president, vice-president, secretary, and

treasurer.

B. Term of office for the president, vice-president, and secretary shall be one year. The term

of the Treasurer shall be three years.

C. Each January 1 the President shall assume the Past President position, the Vice-

President shall assume the President position and the elected Vice-President shall

become a member of the board.

D. The CSPMA board shall consist of the four elected officers, the past president, and up to

five regional directors, one from each of the following regions: the Northeast, the

Southeast, the Front Range, the Northwest, and the Southwest.

E. Term of office for regional directors shall be two years.

o Officers and regional directors shall be elected in October with term of office

beginning in on January 1 of the following year, ending on December 31.

E. The secretary/, treasurer, and regional directors may be elected to consecutive terms.

F. In the event a board member cannot complete their term the membership may elect a

replacement to serve the remainder of the term.

ARTICLE VI-DUTIES

A. President

o The president shall be responsible for coordinating agenda items for each

meeting, in coordination with the host district.

o The president may form special committees and appoint committee members

when appropriate.

o The president shall be the national representative of the CSPMA.

o The president shall represent CSPMA with State agencies and inform the

membership on school issues.

B. Vice President

o The vice president shall be responsible for the president’s duties in his/her

absence.

o The vice president shall maintain a roster of members and associates.

o The vice president shall conduct outreach to Colorado school districts.

C. Past President

o The past president shall be responsible for maintaining the CSPMA website.

o The past president shall conduct outreach to Colorado school districts.

D. Secretary

o The secretary shall take the meeting minutes and provide them to the Past

President for posting to the web site.

E. Treasurer

o The treasurer shall be responsible for all monies belonging to the CSPMA and

submit periodic financial reports to all members.

o The treasurer shall invoice districts for dues.

o The treasurer shall be responsible for maintaining the non-profit status of

CSPMA and filing any necessary reports and disclosures.

F. Regional Directors

o Elected Regional Directors shall conduct outreach to Colorado school districts to

support the mission of CSPMA.

o Regional Directors shall be obligated to attendance of Board meetings called by

the President.

ARTICLE VII-Dues

A. Dues are to be in the amount of $50 per district per year to be invoiced in January of

each year. Dues are voluntary and payment is not necessary to be a member of CSPMA

or participate in the association. All expenditures are to be voted by the board. All

receipts and expenditures shall be disclosed to the membership semi-annually. In the

event that receipts reach tax limits, or the needs of the association, collection will be

suspended.

ARTICLE VIII-Amendments

The board shall review CSPMA by-laws annually, or more often if needed, and recommend

changes deemed necessary to the general membership. Approval of by-laws’ amendments shall

be by quorum and simple majority of CSPMA members present.

ARTICLE IX-Vendor sponsorship

A. Vendor sponsorship has been approved to support the financial obligations of the

CSPMA website and for the ancillary meeting costs incurred by host districts.
